China Charity Federation is a non-governmental charity organization which owns 59 member groups national wide. As a non-profitable social community participated by the enthusiastic citizens, legal persons and other social groups, CCF was set up in April 1994, approved by Chinese government. Its property and revenue are all belonging to the public, not any private ones. The principle is to spread humanistic spirit and the tradition of helping poverty, to help the unfortunate persons or needing groups and to develop various social assistances. CCF aims to collect donations, assist or hold different kinds of charity and social welfare activities, promote international cooperation and communications, and organize the volunteer service. Presently the programs put forward by CCF for supporting the civil non-profitable organizations and emphasis on the community subject includes the following: Improve the living condition of a number of rest home and service institutions for the older people, especially the care of empty nest elders Arrange the orphan recovery, promotion of the orthopedics and operations to the children. Put forward the catastrophe aid, for example the post-disaster rebuilding of the rest home and welfare houses to help the stricken people get out of the difficulties. Organize the social public power to support the poverty in cities and county. The sources of the money collected are mainly from the institutions, companies and private donations, as well as the public activities like benefit performance. In the Wenchuan earthquake, CCF is obviously the leader of the charity organizations for its reputation in China. Since 1994 when the China Charity Foundation was set up, with the continuously stable progress in economy, improvement in civil living standard and development of modern charity awareness and culture, Chinese charity is making great progress. This Chinese featured charity emphasize on evoking citizens' charity awareness which is key element of our construction of harmonious society. The transition of social economy, culture and structure provide large room for its development. Adding up the existing merits of Chinese charity, the base for collaborative-partnership relations between Chinese government and charity organizations has been built. Otherwise, only the government offers policy support and regulations and with the self-discipline of these charity organizations, can credibility be protected actually, and then realize the ideal situation of the high sense of charity awareness.
