Tonight 9,000 destitute folks will bed down on concrete in rat infected tent encampments in this 24/7 crack and heroin supermarket. 90% of them will be African American. All a stones throw from 5 star accommodations where the rulers of the free world and kings of commerce sleep in wealth in one of the richest economies on the earth. In downtown Los Angeles where crack smoking junkies and dope fiends, gang-bangers and movie stars, trustafarian thrill seekers and real estate builders all rub elbows on a grid where caregivers and philanthropists co-survive with Crips and Bloods slanging rocks side by side in the country's major drug supermarket. What LAPD Central Division Police Captain Andrew Smith calls "A Marti Gras on crack." Where soccer moms and homeless addicts procure crack in obvious sight in broad daylight, as prostitutes turn five-dollar tricks in Porta-Poddys while kids wait for school busses. Unlike the radical transformation of the presently squeaky clean Manhattan; the festering wound of Skid Row persists. The homeless body tally at this time 82,291 countywide. Initially designed to contain an all male support community of railroad personnel in the 40's, Skid Row's previous infrastructure consisted of bars, SRO (single room occupancy) inns, liquor stores and burlesque clubs. It has since emerged as dumping base for society's most disposable community. Hospitals, penal institutions and law enforcement agencies from the surrounding areas freely unloading their undesirables. The existing city government has perpetuated the unofficial containment policy, corralling the inhabitants in 5-mile region from 2nd and 7th streets and Central Avenue to Main Street. An unsuccessful solution that amounts to turning a blind watch to the mess, subsequently fueling the problem that has resulted in this American slum.
